| 本文针对突发事件应急救援前期救援人员数量不足的人员分组问题，提出了一种基于最优分配系数的人员分组方法。考虑影响各项救援任务紧急程度的一些参数，本文通过区间数可能度的理论得出最优分配系数，从而对分配给各项救援任务的人员数量进行缩减。进一步的考虑了救援人员抵达救援现场消耗的时间成本和各救援人员对救援任务的基础效益值，以整体救援效果最佳为目标，建立救援人员分组模型，通过对模型的求解确定救援人员的最佳分组方式，并用一个算例分析验证本文提出方法的可行性和有效性。 |

| In this paper, a group assignment method based on the optimal allocation coefficient is proposed to deal with the problem of insufficient number of rescue personnel in the early stage of emergency rescue. Considering some parameters that affect the emergency degree of rescue tasks, this paper obtains the optimal allocation coefficient through the theory of the possibility of interval numbers, thus reducing the number of personnel assigned to various rescue tasks. The basic benefits of further consideration of rescue personnel arrived at the scene of the time and the cost of consumption of rescue personnel to rescue task value, with the best overall rescue effect as the goal, the establishment of rescue personnel grouping model, determine the optimal grouping of rescue workers by solving the model, an example is used to verify the feasibility and effectiveness of the proposed analysis method. |
