      随着人口密度较高、用地规模较大的中低收入阶层居住区的大量建设，科学合理地规划地震紧急避难场所，满足人们在地震灾害发生时暂时避难的安全需要越来越迫切．采用定性分析和实证分析相结合的研究方法，从地震紧急避难场所的需求、资源、安全和使用角度，较全面地分析了大型中低收入阶层居住区社区公园规划与设计中的问题与对策．首先，政府应大力引导建设社区公园，使之均匀分布；其次，在居住区审批和建设中，应控制居住区人均绿地指标，满足规范要求；再次，在具体的交通组织中，要增强居住区内紧急避难场所的开放性，同城市避难通道联系便捷；最后，在地震紧急避难场所内部应规划一定比例开敞空间，配备基本生活设施．
英文摘要:
      With an increasing construction of high population density, large-scale residential districts for the middle-and low-income people, it becomes more and more important to make scientific and rational planning for the earthquake emergency refuges to meet the security needs of people at the time of earthquake disaster. The problems and solutions concerning planning and design of community parks in large-scale residential districts for middle- and low-income communities are analyzed comprehensively. An integrated research methodology of qualitative analysis and empirical analysis is adopted to discuss the problems and strategy from the viewpoints of the needs, resources, security and the usage of earthquake emergency refuges. Firstly, the government should work initiatively to build community parks and try to make them distribute uniformly within the residential areas. Secondly, when approving a residential construction, the approving authority should make sure that a good per-capita greenbelt index and a high residential standard be met. Thirdly, the residential emergency refuges should be open to the outside and there should be a good connection between it and the city refuge roads. Finally, there should be enough open space in the refuge to accommodate fundamental living facilities.
